Info: Not much is known about Le Chiffre's past. All we know is that in June 1945, he was an inmate in Dachau Displaced Person camp in the US Zone of Germany. He suffered from Amnesia and Paralysis of his vocal chords. He went under therapy, but still had a loss of memory. All he remembered was being transfered in September 1945, on a stateless passport, with the numbers 304-596. He adopted the name "Le Chiffre" ("since I am only a number on a passport"). He can speak fluent in French, English, and German with traces of a Marseilles accent. Otherwise, everything else about Le Chiffre's past is unknown. Le Chiffre is excellent in numbers, and likes to prove it in games like poker.
In the novel, Le Chiffre makes a major investment of 50 million francs from SMERSH, spending it on a chain of brothels, called the Cordon Jaune. He accepted this offer, as apart from gaining a bit of money for himself, he had unlimited personal use of the women. However, it goes wrong when barely 3 months later, a new law was signed in France, banning prostitution.

To gain the money back, the fastest and only way to get it was to win it back by gambling in a big poker game at casino Royale-les-Eaux (Casino Royale). However, James Bond, 007, is sent to make him bankrupt, so that his own organization would assassinate him. Le Chiffre almost succeeds, bankrupting everyone, including 007. However, 007 comes back as he gets money from the CIA. 007 wins the game, and Le Chiffre flees.
Le Chiffre then kidnaps 007's assistant, Vesper Lynd, to lure him into a trap. It succeeds, and asks 007 where the money is. When 007 doesn't tell him, Le Chiffre tortures him with a carpet beater to the balls, and 007 nearly dies. However, an assassin from SMERSH appears, and assassinates Le Chiffre for loosing the money, by shooting him in the head with a pistol.
Film
Le Chiffre has a scarred left eye, with a damaged tear duct, that weeps blood. Le Chiffre is a mathematical genius, which allows him to earn large sums of money on games of chance and probabilities, and he likes to show off by playing poker.

He works for a man named Mr. White, who is a representative of an unnamed terrorist organization (In the books, it's SMERSH. If it was to be film wise, it would be SPECTRE). Le Chiffre makes a deal with Steven Obanno of $101,260,000. However, Le Chiffre uses the money on a aircraft manufacturer's stock, and plans to shorten it by destroying the company's new prototype airliner. However, 007 foils his plans by assassinating the terrorist bomber, losing his funds.
Le Chiffre plans to get the money back in a Texas hold 'em poker tournament in Montenegro at Casino Royale, before his employers notice the money is gone. However, 007 is sent to stop Le Chiffre, so he would have to turn to MI6 for protection, on a deal that he gives all the information of the terrorist group he's working for.
However, Obanno realizes the money is gone, and threatens him to get the money back... or else. However, Obanno gets into a fight with 007. 007 kills Obanno in the end.
007 wins the tournament at the end, and Le Chiffre flees. However, Le Chiffre then kidnaps 007's assistant, Vesper Lynd, to lure him into a trap. It succeeds, and asks 007 what the password to his winnings are. When 007 doesn't tell him, Le Chiffre tortures him with a carpet beater to the balls. When 007 still doesn't tell Le Chiffre the password, Le Chiffre gets a knife out, and is about to cut his balls off. However, Mr. White comes in, and assassinates Le Chiffre for his "betrayal", and for losing the money. Mr. White shoots him in the head, and he dies.
