Info: Russian Defense Minister in "Goldeneye" and one of the strongest political figures in the country. Initially suspected Bond and Mi6 were behind the Severnaya disaster, but General Ourumov deceives him into believing it is the work of Siberian separatists.

Spoiler warning: Plot and/or ending details follow.

Mishkin interrogates Bond and Nataylia, believing they were responsible for Severnaya. Bond tells Mishkin the truth, but Orumov charges in, still attempting to convince Mishkin that they were truely responsible. After realizing that he is unable to deceive Mishkin, he draws his Makarov pistol and shoots him in the face, blaming it on Bond.
